A queue is not fixed by looking at the queue: it is fixed by opening another position, and for that you have to find out while it is happening, not when you read yesterday's sheet. IRIS puts the two figures together — how many are waiting and how many positions are in use — on the desk of the person running the branch, who decides. That turns a complaint into a five-minute decision. And let it be clear what the alert is for: opening another position, never pointing at whoever is serving.

Is this a way of monitoring staff?
No, and it is worth saying plainly. IRIS does not recognise faces, does not identify any employee, does not measure anyone's performance and does not log anyone's hours. What it sees is a desk: whether it is set up, whether it is occupied and how long it has been that way, the same way it sees a chair or a screen. The alert is for opening another position when there is a queue, not for pointing at whoever is serving. And the person who decides what to do with that figure is a person, whose work a camera does not measure either.
How does IRIS know the desk is empty and not that someone bent down?
Because it does not look at an instant: it looks over a stretch of time. The rule does not fire because one frame shows nobody, but when the desk has gone fifteen minutes straight with no one seated and there are people waiting as well. That double requirement is what stops the alert from going off every time someone gets up to fetch a document.
Does IRIS know why nobody is at the desk?
No. It does not know whether that person is in a meeting, handling something in another room or on a break, and it has no business knowing. It sees a fact: there is a desk ready, it is unoccupied and five people are waiting. What to do with that fact is decided by the person running the branch, who does know everything else.
