Three minutes stood at the board is not walking slowly
The crossroads every transfer passenger goes through. On the left, a wall of flight boards with people standing in front of it looking for their gate, and a row of seats in use. In the middle, the signs that split the flow: one towards transfers and one towards the two gate branches. At the back, the escalators going up and a busy corridor. How the counting works
Counting is not something you ask for. You draw a line.
There is a line on each branch: the one leading to transfers and the one leading to the gates. Whatever crosses a line is added to that branch, and that is how you know how the flow splits without asking anybody. And there are two zones painted on the floor: one in front of the wall of boards, measuring how long people stand still there, and one over the whole crossroads, telling you how many people are there at once. The lines and the zones are drawn once on the image and there they stay, so the comparison between two months is honest.

Three minutes on average standing in front of a board is not people walking slowly: it is people not finding what they are looking for. If that figure rises in a particular time slot, the signage at that crossroads is not working, and that is fixed with one more sign and a bit of paint, not with staff. And the split per branch tells you something just as useful: where people actually go, which is almost never where they were designed to go. With that you decide where to put a shop, where to reinforce cleaning and which corridor to widen first.

What is the point of knowing how long people stand at a board?
To know whether the signage works. A passenger who finds their gate first time looks at the board for a few seconds and moves on. If the average drifts to five minutes, people are hesitating there, and a five-minute hesitation multiplied by two thousand people an hour is a concourse full of people standing still where there should be none. It is fixed with a sign and a bit of paint, and then you measure again to see whether it worked.
Does IRIS know whether that person reached their gate?
No, and it is a limit worth being clear about. IRIS counts how many people cross each branch and how long they stop at the board, in aggregate. It does not follow anybody from one end of the airport to the other, does not know what flight anybody is on and cannot say whether a particular person made it in time. What it gives is the behaviour of the whole, which is what you need to change a sign or widen a corridor.
