A weekday afternoon on the dirt track that runs along the fuel tanks. A four-by-four has been standing outside the fence for a while. Beside it, a person stands still against the mesh, next to the restricted-area sign. Vehicles do pass along that track, but none of them stops. What sits behind that fence — fuel, power, cranes — is exactly what forces a facility to have a security plan. Watching it means staring at hours of footage where nothing happens. Timing is a different job: the camera does not decide whether somebody has a reason to be there, it decides that a vehicle has been standing eleven minutes in a place where the normal stop is zero. The guard walks over knowing where, since when, and with the video already saved.

Does it read the vehicle plate?

They are two different jobs: dwell time is measured with the image as it is; reading a plate needs a framing and a resolution designed for that. On this camera what remains is the time stamp, the fence section and the video. None of that identifies the person standing beside it.
How long is too long?
The port sets it, not us. On an outer track where nobody ever stops, five minutes is already odd; in a waiting car park, half an hour is normal. The rule is written zone by zone and hour by hour, and it gets changed the day the port sees alerts arriving that are no use to anybody.
