What changes
What changes for whoever runs the car park
Turnover is what sets the price of a bay. If the half-hour area is holding three-hour cars, that bay yields less than the car park thinks, and the figure appears nowhere. By counting how many different vehicles pass through each bay and how long each one stays, the manager walks into the meeting with a repeatable number, bay by bay and hour by hour, instead of an impression.

Does IRIS read the plate to know how long the car has been there?
No. IRIS does not read plates in a car park. It watches the bay, not the car: each bay has a zone drawn over it, and the clock starts when something occupies it and stops when it leaves. That is why the figure is the same whoever looks at it, and why you do not need to know whose vehicle it is to measure turnover.
Why is this drawn instead of asked for in a sentence?
Because asking is for finding and counting is for measuring, and they are not the same job. A sentence finds a car in a video. A figure that will set the price of a bay has to come out of the same place every time, and that place is a zone drawn on the image. A line cannot be described in a sentence: it has to be drawn, and that is what makes the number repeatable.
Is this an alarm?
No. This camera measures, it does not warn. It returns how long each bay has been occupied, how many different vehicles use it in a day and at what times. If the car park also wants an alert when the limit is passed, that is set up separately. The value of this camera is the repeatable figure you put on the table in a meeting, not the alert.
