Cash room, first thing in the morning. An employee is handling cash at the table: the note counter running, the bundles and trays in front of him. Opposite, the chair for the second control is empty and turned aside; his colleague is walking away toward the vault, whose door stands open. What changes for whoever answers for the branch network

Ten past eight in the morning in the counting room. The colleague has gone to the vault, and the cash is left on the table with one person in front of it. Dual control isn’t a recommendation: it’s the procedure, and this is almost always how it breaks, with no bad intent. Today that’s only seen if somebody reviews the recording, and nobody reviews it. IRIS says it while it’s happening, which is when it can still be fixed with one sentence — come back to the table — and it leaves the video of that minute, which is what internal control needs to close the matter in a minute rather than a morning. The camera concludes nothing: it puts in front of you that a procedure that calls for two is being done with one.

What people usually ask

Is IRIS saying this employee has done something wrong?

No, and it’s worth reading slowly. IRIS accuses nobody, identifies nobody and concludes nothing. It sees that a procedure requiring two people present is being carried out by one, and it says so with the time and the video. The most common explanation is the dullest: the colleague stepped out for a tray. Whoever watches the video, decides and closes the matter is internal control, which is a person. The camera doesn’t say there has been fraud: it says somebody is missing from the table.

How does the camera know a second person is required?

Because somebody told it once. The institution writes the rule in its own words — in this room, while there’s cash on the table, there must be two people — and from then on it applies itself, every day and in every room where the same rule holds. Decide once, IRIS applies it always. And if the policy changes, you change the sentence, not the system.

Does IRIS know how much money is on the table?

No. It doesn’t count banknotes, doesn’t read documents, doesn’t read the counting machine’s display and doesn’t know what operation is under way. It counts bodies in a room and measures how long they have been there. Everything else — what was being counted, how much and why — comes from the institution’s own systems and from the people who work there.
