What changes
What changes for whoever runs security at the venue
The safe capacity of a venue is not the number of seats. It is what the entry, the circulation, the exit and the evacuation can take, and that is measured in the ramps and the corridors, not on the seating plan. A jammed ramp with an empty concourse beside it is exactly the fact you cannot see from a screen: there is room to spare, just not where the people are. IRIS compares what goes into the ramp with what comes out at the top and raises an alert when the gap stops closing.
What people usually ask
Is a venue's capacity the number of seats?
No. The seats say how many people fit sitting down; safe capacity says how many can get in, move around, get out and evacuate without anyone being crushed. That number is set by the ramps, the corridors, the stairs and the doors, and it is always lower than the seat count. IRIS measures it where it actually happens: how many people go into each passage, how many come out and how fast they move inside it.
Does IRIS send people down another corridor?
No. IRIS does not act and does not give anyone orders. What it does is put two figures side by side that nobody sees together today: the packed ramp and the empty passage next to it. With that, the venue's staff can open the other route and say so over the tannoy or by voice. Who moves and where is always decided by a person.
Do you need a camera on every ramp?
Not on every one, but on the ones that narrow. A venue has a handful of points where the passage becomes tighter than everything feeding into it: that is where the jam forms, and that is where measuring is worth it. The venue knows those points better than anyone, and they are the same ones that appear in the evacuation plan. Cover those and you see almost everything that matters about circulation.
