What changes

What changes for whoever answers for the plant

The attendant outside is not paperwork: they are the one who shouts and the one who pulls on the line. The maintenance manager gets the alert while the operator still has half his body above ground, which is when it can still be stopped. And there is the video of the entry with the time on it, which is what any investigation asks for afterwards and what nobody manages to reconstruct from memory and a signature on a permit.

What people usually ask

Does IRIS measure the gas inside the chamber?

No. A camera does not measure atmospheres. Oxygen and gases are measured by the personal detector carried by whoever goes down, and no image replaces that. What IRIS sees is the part that can be seen: the cover moved aside, the person going in and whether anyone is keeping watch outside. Both things are needed and neither stands in for the other.

How does it know the person outside is the attendant?

It does not know, and it does not need to. IRIS identifies nobody and checks no names. It counts how many people are inside the marked zone around the access while someone is down there. If the number is zero, it raises an alert. Whether the person outside is the right one and properly trained is a matter for the work permit, not for the camera.

And if the attendant steps away for a moment?

That depends on what the plant decides. The rule carries a tolerance set by whoever runs the site: a few seconds to walk round a piece of equipment, or zero tolerance while anyone is down there. IRIS applies the number it is given and saves the video of the interval in which the zone was empty, so it can be looked at calmly afterwards.
