What changes for whoever answers for the site
A sewer gallery is a confined space: air that may not be breathable, water that can rise without warning and no signal to call for help. Whoever walks in without knowing that is running a risk they never weighed, and whoever runs the network answers for the door having been open. This is not about protecting an installation from anyone: it is about somebody up top knowing that there is a person alone down there, while it still makes a difference.

How does it tell someone in street clothes from a worker?
By what they are wearing and by when they are there, not by who they are. The rule is written from the two things you can see: whether there is a helmet and hi-vis, and whether the hour falls inside the window when work is scheduled. A worker at eleven at night with full kit on can still raise an alert if that is what was asked for, because going down alone is not right either. What it never does is decide who is allowed in: that is written into the rule by the operator of the site.
What if it is a worker who left his helmet up top?
Then the alert goes out, and it is right that it does. The rule accuses nobody: it asks somebody up top to call on the radio and check. That is the register all of this is written in — please have a look — not the register of an offence. If the alert fires too often for a silly reason, you adjust the rule; what you do not do is switch off the camera that watches a gallery.
Does it record who came in?
No. IRIS does not identify anyone: it does not recognise faces, it does not read number plates, it does not compare against any database and it does not store who anybody is. It records that at that hour there was a person in the gallery, plus the video of that stretch, which the site records anyway. Who that person was, if it needs to be known, is found out through the usual channels and by people, not by the camera.
