An open manhole with nothing around it in the middle of the roadway is one of the shortest-lived things on a street and one of the most expensive while it lasts. Today you know about it because somebody sees it and calls, and between the seeing and the calling everybody who passes, passes. This camera watches a cover, not a person: it says the hole is open and since when, so the crew sets off knowing what they are going to. IRIS closes nothing and promises nothing will happen: it shortens the stretch in which nobody knows.

How does it know the cover is out of place?
Because the cover is part of the fixed scene: it has always been there, in the same place in the image, and what the rule watches is for it to stop being there. It is the abandoned-object mechanism the other way round: instead of alerting about something that appears, it alerts about something that is missing. Which cover is watched and how long you hold off before alerting is set by whoever runs the street, on the image itself.
And when a crew is working with the cover lifted?
That is exactly the case that separates an alert from no alert, and it is why the rule has two parts and not one: the cover out of place and the absence of any marking-off. With cones around it and people working, there is no alert, because there is nothing to report. With no cones and nobody there, there is. And if the crew leaves and the hole stays open, the alert comes back.
Does it identify the pedestrians walking towards it?
No. IRIS does not identify anyone: it does not recognise faces, it does not read number plates, it does not compare against any database and it does not store who anybody is. Seeing people approach serves one purpose and one only: so the alert can say that this hole is not in an empty street. No data comes out of those people and none of them is followed.
