How the counting works
Counting is not something you ask for. You draw a line.
One line crosses the street from side to side and one area is painted over the terrace. The line adds up every person who passes, in each direction; the area measures how many are seated and how long they stay. Both are drawn onto the image, because 'right here' cannot be written in a sentence. Once they are traced, today's number can be compared with the same day last year.

What changes
What changes for whoever runs the city
The traders' association says fewer people walk past than before. The council says pedestrianisation has worked. Both are speaking from memory, and the meeting ends the way the last one did. With the line in place there is a figure by the hour: how many people go past, when the peak is, and whether the Saturday market or the Christmas campaign actually brought people in or just moved them around. From there both sides argue with the same number in front of them and decide where the next event goes. The figure is aggregated: it counts how many go past, not who.
What people usually ask
Does the age and gender split identify people?
No, the split by sex and age does not identify anyone: it is an estimate based on appearance, aggregated and anonymous. IRIS does not read faces, does not compare against any database and does not store who anyone is: it only adds up how many people pass and splits them into rough bands. What comes out is a statistic about the group — 'a few more young people this afternoon' — never a record of one individual. And if the council would rather not have that split at all, it is switched off: the total count keeps working exactly the same.
Does IRIS count the same person twice if they walk up and back?
IRIS counts every crossing of the line, so someone who walks up and back adds two, one in each direction. That is why the figure is shown split by direction: you see the real flow rather than an inflated number. If what you want is an estimate of distinct people, that is a different calculation and it is agreed beforehand, because it does not come out of the same line.
Is this figure any use when negotiating the rent on a shop?
Footfall by the hour is one of the figures used to value a retail unit, and here it comes measured and repeatable instead of estimated. What IRIS gives you is how many people go past the door and at what times, not how many come in or how many buy: that happens inside the shop and is measured with another camera and another line. It is worth not mixing the two when you negotiate.
