How the counting works
Counting is not something you ask for. You draw a line.
There is no line here: there is an area painted over the whole court. IRIS measures how many people are inside that area and how long they stay. From that come the hours of use, the busiest time and the days the court went unused. The area is drawn once, following the exact edge of the court; you cannot say that in a sentence.

The sports officer has budget to refurbish two courts and there are eleven in the city. Today he chooses by asking the caretaker, running a survey or spending an afternoon watching, and all three give him the same thing: an impression. With the zone drawn over the court he knows how many hours a day it is in use, when it fills up and how many days in a row nobody set foot on it. With that he decides which one is repaired first and where the next one goes, and he can explain why to whoever asks. There is no alert to attend here: there is an answer to a question that almost never gets one.

Yes, IRIS shows whether a public court is actually being used, and it is the question that usually goes unanswered. The area drawn over the court measures two things: how many people are inside and how long they stay. From that you get the share of the day the court is busy, the hours of use, the time it fills up and the days nobody set foot on it. These are occupancy figures, not records of people: IRIS counts bodies inside an area, it does not identify who is playing. And because the area never moves, this neighbourhood's court can be compared with the one next door.
Does IRIS record the children playing on the court?
IRIS counts how many people are inside the zone and stores nothing about who any of them are. On this camera the output is hours of use and occupancy, not faces or files. What is recorded, how long it is kept and who can see it is decided by the council, and the system can run locally, without sending images anywhere. If the council prefers no video kept on this camera and only the number, it is set up that way.
How does IRIS know somebody is playing and not just crossing the court?
IRIS measures how long each person stays inside the drawn zone, and that time is what separates someone playing from someone crossing. Somebody who walks across the court in ten seconds does not count as use; somebody who stays half an hour does. The threshold is set by the council, and it need not be the same for a basketball court as for a playground.
