What changes for whoever runs the city
Today an officer sees this if they happen to walk past and notice. A car standing for three days in the same street with an empty plate recess goes undetected, because nobody looks at the same street three days running. The camera does. What reaches the local police is not an accusation: it is a street, a time and a video, so that a person can go and look. It may be a newly bought car, a plate that has fallen off, or someone who would rather their plate wasn't read, and IRIS does not know which of the three. The officer who arrives finds that out, with their own means. IRIS has simply noticed sooner.

Does IRIS read the number plate of the car it detects?
No. IRIS does not read the number, does not store it, does not compare it against any database and does not identify the vehicle or its driver. All it sees is that there is no readable plate where the plate goes: none fitted, or one covered, bent or obscured. That takes no reading at all, just as you can see somebody is not wearing a helmet without knowing who they are. The alert carries the camera, the street, the time and the video, and it goes to the local police so that a person can go and look. Identifying the vehicle is done by an officer with their own means, not by us.
What if the plate has fallen off, or the car has just been bought?
Then nothing happens, and that is precisely the point. IRIS does not know why the plate is missing: it may be a newly bought vehicle, a plate that has fallen off, or somebody who would rather theirs wasn't read. All three look the same from a camera, and telling them apart is not a video system's job. That is why the alert does not say anyone has done anything: it says there is a vehicle standing in that street with no readable plate, and has been for three days, so that a person can go and check. If it is the first case, the officer sees it in a minute and that is that. What changes is not the judgement — it is that somebody looked.
Does IRIS report or fine the vehicle?
No. IRIS raises the alert and its job ends there. It opens no case, identifies nobody and decides nothing: a person with the authority to do so does that. The camera hands over the street, the time, the video and the fact — there is no readable plate where the plate goes — and the local police decide whether it is worth going. Nor does it prevent anything: it does not stop a vehicle being there and it does not replace the patrol. All it does is let somebody find out on day one instead of day three, or day ten.
