What changes for whoever runs the city
Between a craft and a person standing in the water there is nothing in between. The lifeguard watches from the tower, the water is wide and it glares, and someone bathing with their back turned does not see it coming. Today the warning arrives when somebody shouts, or when the lifeguard, who is looking at something else, turns their head. IRIS sees a craft crossing the buoy line into the swimming zone and puts it on the tower's screen while it is happening, with the camera and the stretch. It does not stop it, does not fine it and does not identify either the craft or the person riding it: it does not do that and it is not going to. The one who acts is the lifeguard or the maritime authority. What is gained here is time, and here time is counted in seconds.

Can IRIS stop the jet ski?
No. IRIS stops nothing, fines nobody and sends nobody anywhere. What it does is let the lifeguard tower know while it is happening, with the camera, the stretch and the time, and leave the video behind. The one who acts is the lifeguard or the maritime authority, and the one who decides what to do is a person.
Does IRIS identify the craft or the person riding it?
No. IRIS does not identify anyone: not the bathers, not the person riding the jet ski. It does not recognise faces, it does not compare them against any database, it reads no registration numbers and it does not store who anyone is. What it detects is a situation — there is a craft inside the swimming zone — and what it hands over is the place, the time and the video. If anything has to be identified, it will be identified by a person with the authority to do so.
What about the second jet ski in the picture?
It is beside the buoy line, in open water with no bathers around it, so it triggers nothing. The rule is drawn over the buoyed zone: outside that band there is nothing to apply. And who is allowed inside — a rescue craft, the beach service's own boat — is decided by the beach service, not by us. If the alert fired for every jet ski going past on the horizon, within a week nobody would look at it.
