What changes for whoever runs the city
The beach coordinator decides on what he can see from the promenade: if the sand looks full, he calls in extra staff; if not, he doesn't. That eyeball estimate is what he then has to defend when somebody asks why an access was closed or why the cleaning crew arrived late. With IRIS he has the occupancy of the sand measured continuously and an alert when it goes past the threshold he set himself. And he sees, while it happens, what actually causes harm: a lit bonfire, or a jet ski inside the swimming area. Watching the water is still the lifeguard's job.

Counting people one by one is unreliable once the beach is packed, so IRIS works with density per zone instead: it measures how much of the sand is occupied and where, which is the figure you need for capacity, cleaning and lifeguarding. It is a stable number you can compare from day to day, not an exact head count. And it is calibrated with the council on that specific beach.
Does IRIS work against the light or with glare off the water?
Backlight and glare off the water are among the hardest conditions for IRIS, and it is fair to say so: low sun degrades the image at certain hours, and there the measurement loses precision. That is why counting is done by zone density and calibrated on that particular beach, with its orientation and its bad hours identified. What cannot be measured reliably is flagged as such, not made up.
Does IRIS alert if someone is drowning?
No, IRIS does not alert that someone is drowning, and it matters to say that plainly. IRIS detects situations that are clearly visible from the camera: a fire lit on the sand, a jet ski inside the swimming area, occupancy above the limit. A person in trouble in the water, among waves and at a distance, is a far harder case and not something we can promise. The lifeguard remains the one watching the water.
