This is the only one of the eight that does not report an event: it reports a state. Weeds do not happen, they grow. Nobody wakes up one day to a substation overrun; it looks like this because for weeks nobody has been. And when it is found, it is found at the inspection, with vegetation touching the equipment and an urgent clearing job that costs considerably more than a planned one. A camera that looks at the same yard every day does see the difference between today and a month ago, which is exactly what a human eye passing twice a year cannot. Here IRIS interrupts nobody: it puts something on the maintenance calendar that today arrives as a surprise.

What people usually ask

How does IRIS know the weeds have grown?

By comparing the same picture with itself. The camera always looks at the same yard from the same place, so the area that is green today and was gravel a month ago stands out on its own. There is no need to measure heights or estimate anything: it is enough to look at the same scene over time, which is exactly what a person who visits twice a year cannot do.

Isn't a clearing contract enough to sort this out?

The contract says how often the clearing happens; it does not say what happened in between. One year it rains in April and by June you cannot see the equipment; another year the gravel holds out until September. What the camera does is replace a fixed calendar with what is actually happening in that yard, and raise a flag when vegetation reaches the equipment even if the clearing was scheduled for two months' time.

What if somebody appears in shot doing the clearing?

IRIS does not identify anyone: it does not recognise faces, it does not read number plates, it does not compare against any database and it does not store who anyone is. If somebody is working there, what it sees is that there is a person in the compound, and nothing else. And the next day what it looks at is the ground, not the person.
