Someone is walking through a compound that is always empty

Mid-afternoon on an ordinary day. The yard of an urban substation, fence intact and gate shut. A man in a blue jacket is walking across the gravel, between the transformer and the row of disconnectors. No helmet, no work clothes, no tools. IRIS does not say who he is or why he came: it says there is a person inside a compound that stays empty the rest of the year.

What changes

What changes for whoever answers for the plant

A substation has no shift. Nobody watches it from inside because nobody works inside: it gets visited, and a month can go by between visits. What happens there is usually found out the next day, from the damage, or at the quarterly inspection. This camera changes when the operations manager finds out: from three weeks from now to right now, with the picture in front of him so he can decide whether to send someone or call the police.

What people usually ask

What if it is a technician who went in to do an inspection?

Yes, it happens often, and it is easy to handle. The site marks its scheduled visits and nothing is raised inside that window. Outside it the alert always goes out, and whoever receives it closes it in two seconds by looking at the picture. IRIS does not know whether that person is entitled to be there and will not pretend to: it says somebody is inside, and who is allowed in is known by the control room.

Does IRIS know who that person is?

No. IRIS does not identify anyone: it does not recognise faces, does not read number plates, does not compare against any database and does not store who anyone is. It detects a situation, not a person. What the alert carries is a fact you can check in the picture: at this hour, at this spot in the compound, somebody was walking. What that means is decided by whoever goes and looks.

Does somebody have to be watching the screen?

No, and that is exactly why this camera is here. A substation has nobody in front of a screen, and often no screen at all. The rule watches on its own around the clock and only interrupts when it is met: a person inside the fence, outside a scheduled visit. The rest of the time it sends nothing, which is what makes the alert get read when it does arrive.
