An open hatch makes no noise and sends no signal: there’s nothing in the control room that says this hole has been waiting for half an hour. Somebody opens it to go down, comes back up, goes for lunch and leaves it like that. This camera puts a clock on every opening and raises the alert when it passes the agreed time with nobody beside it. The site manager decides whether to have it shut or whether there’s work going on below.

What if somebody is working down there?
Then it shouldn’t raise anything for being open, and it doesn’t: the rule measures how long the opening stays uncovered with nobody beside it. While there’s a person next to the access, the clock doesn’t run. When the hatch is left alone, it starts counting, and after the number of minutes the site has agreed, the alert goes out. Going down into a confined space is a different rule, with its own attendant.
Can it tell an open hatch from a closed one?
Yes, and it’s among the easiest things a camera does. A closed hatch is a continuous surface; an open one leaves a dark rectangle, the leaf tipped up and, here, a ladder in plain sight. That reads from a distance and in poor light. What the camera doesn’t know is whether that hatch was meant to be open: the work permit says that, which is why the alert carries the video.
Can the same rule be applied to doors?
Yes. It’s the same idea: an access left open for longer than agreed with nobody nearby. It works for the hatch over the wet well, for the pump room door and for the compound gate. Each access gets its own time, because a door people go through all day isn’t the same as a lid over a shaft. Those times are set by the site.
