At five thirty in the afternoon, eleven minutes are eleven minutes: there’s the whole argument for this camera. Timing how long a vehicle has been stopped where nobody stops is measuring, not interpreting. It counts minutes, the same way it counts people, and compares against what’s normal for that street, which it knows because the camera has been watching it for months. If cars pass a substation all day and none of them stops, eleven minutes stopped is a figure, not an opinion about anybody. What the operator does with that figure is his call.

Isn’t this singling out someone who has simply parked?
No, because IRIS doesn’t have opinions: it measures. What the alert contains is a stopwatch and a comparison against what’s normal for that street. A vehicle has been stopped for eleven minutes in a stretch where none had stopped today. That’s a countable fact, the same as counting people at a door. What it means and whether anything needs doing is decided by the person who opens the alert, looks at the picture and very often closes it in five seconds.
Does IRIS read the van’s license plate?
Not in this rule. Here IRIS sees a vehicle-shaped object standing in one place for a while, and that’s enough to count the minutes. It does not identify anyone, does not recognize faces and does not compare anything against any database. If a site wants plate reading for its own access control, that’s a different function: contracted separately and declared separately, with its own data protection rules.
Who decides how many minutes are too many?
The site does, always. IRIS doesn’t write the rule: it applies it. At a substation wedged between houses, where people park all day long, you set the bar high or you limit it to the strip along the fence. At a rural substation, where nobody ever stops, two minutes is plenty. The number can be changed whenever you like, and the effect shows up in the camera’s own history.
