A street-level transformer unit with its gate open is one of those things you sleep badly on. You don’t have to imagine anything sinister: a child going in after a ball is enough. It counts that people have walked past the opening, because that number says how urgent the alert is, and nothing more. Who they were isn’t known and not wanted.
What if the gate is open because there’s work going on inside?
The site can switch the rule off while scheduled work is under way, or raise the number of minutes before an alert. That’s the operator’s call. What doesn’t change is the ending: when the team leaves, if the leaf is still open, the alert goes out.
